Van Don is a district comprising a group of more than 600 islands within the province of Quang Ninh in the North East of Vietnam. It is approximately 175km from Hanoi, 80 km from Hai Phong, 50 km from Halong City and approximately 100km from Mong Cai City. The district encompasses the famous World Heritage-listed Halong Bay. It has a total area of 2,171km2 of which, the natural land area is 551km2.
Van Don is sparsely populated with a total resident population of 41,645. With the variety and uniqueness of an archipelago endorsed by rich ecosystems and beautiful beaches, the islands have tremendous potential to be developed as a world-class maritime tourism destination. The key to this initiative will be the construction of an international airport to accommodate airlines that will provide direct flights to a range of destinations.
This will greatly enhance tourist arrivals to the region from China, South East Asia, Japan, the Middle East and Eastern Europe. Key to promoting high end tourism is the development of integrated resorts that will include world-class entertainment centers, recreational facilities and casino together with international financial institutions encouraged to establish operations in the region, providing for international offshore financial enterprises such as insurance and stockbroking companies to be established with special mechanisms of financial and taxation incentives being provided to attract potential investors.
Quality infrastructure will be established while further incentives for skilled workers will be provided. Van Don will be the most important international commercial gateway in the North East of Vietnam. Free Zones will be established to attract green industries into the region. A wide range of economic activities are permitted in Van Don including urban development, seaport, trading, tourism, entertainment, financial banking, education, training, insurance, airport, housing development and import and export activities. Functionally, Van Don will include two main areas (Non-Tariff Zones) and (Tariff Zones).
The overall required investment for Van Don is currently estimated at US$25billion, to be implemented over 3 stages. The initial stage 2010 to 2015, second stage 2016 to 2020 and the final stage 2020 and beyond.

Exploitation and promote the best of the advantages of Van Don, is the most unique tourism potential of the heritage the world's natural wonders of Ha Long Bay, Bai Tu Long Bay to attract investment, especially foreign investment into the construction of tourist complexes services advanced, large-scale casino and entertainment industries, the cultural industry, manufacturing and supporting business development condition as services financial, banking, high-tech industry, information technology, international communication, ecological agriculture, mining and processing agricultural aquaculture senior fisheries, offshore fishing ... further impetus , contributing to boosting growth, economic restructuring, sustainable rapid development of Quang Ninh province and the Red River Delta.
Planning EZ:
Construction general planning of Van Don economic zone by 2020 and vision to 2030 was approved by the Prime Minister in Decision No. 1296 / QD-TTg dated 19/08/2009.

Construction grown to become special economic zones with the administrative apparatus suitable organization; is a dynamically developing region, civilized and modern; is central to the entertainment industry with casino, cruise - luxury island, senior general services in finance, banking and telecommunications; is an international trade gateway, creating interlocking interests that contribute to ensuring a solid on defense and security.

Some of the highlights of Van Don are its proximity to the Ha Long Bay World Heritage tourism region, its exceptional natural beauty of islands and seascape, unspoiled by development, its world class diversified ecotourism resources and vast undeveloped land. Van Don also boasts a number of historical sites with cultural value for heritage and cultural development, its strategic location within the two corridors between Vietnam and China and is located in the economic corridor to Hanoi, Ha Long, Hai Ha, Mong Cai, including the development plan for the coastal region of Vietnam. Van Don is distinguished from other Economic Zones in Vietnam.
While most of the existing Economic Zones in Vietnam focus on Industrial Development, Van Don will focus on maritime tourism and financial and trading services. Its closest competitive threat in Vietnam is from Phu Quoc Island in the south, which is also being developed offering similar activities
